At morning meeting, mentioned the cable indicating Mossadeq was re- negotiating the 1921 treaty with Russia. 2. DCI brought up the vacuity of 0/SI memorandum on flying saucers and I explained that AD/SI did not wish to go further until he had checked the evidence, that he was en route to ATIQ, at Wright Field and therefore recommended to DCZ that he not brief the President on this subject this morning. He concurred. 3. Conferred with Wisner on the Admiral Espq briefing and gave in to his wish that operational matters not be discussed in a DD/I room before people without need-to-know; therefore altered the program slightly so that the DD/I stuff will be 25X1A9a presented at the 0/CI Situation Room and will take Admiral Espey over W-VI 25X1X77. Wisner mentioned something about an exchange with DCI said for Amory to carry on with it (Amory never having heard of same before). After the meeting Wisner, and 25X1A9a Amory conferred and it became very clear that the matter was 99.9% DD/P interest and so Wisner agreed to relieve Amory. 5. At General Smith's direction, requested the services of the JCS Briefer25X1A9a on Korea to participate in the Eisenhower briefings. Colonel Lansing called to say that the JIC "would be delighted" to participate furnishing until he retires and thereafter he also offered to ate over the Indochina stuff but Italked on this. Turned the matter over to Sheldon for further co-ordination. 25X1A9a 6. DCI hastily read the Summary Evaluation paper and said it was O.K. He al- so agreed to the changes I proposed on the basis of' suggestions. 125X1A9a 25X1A9a then went over to and worked the changes in with him and arranged for re- `" 25X1A9a production. Later in the dayE=called to say that he had made a careful study of the substantive outline of the Evaluation and found it "excellent" and extended his congratulations to all concerned.. 25X1A2g 7. Attended Board-IAC Deputy Meeting on lI Much general wind was expended but when I left Sherman Kent was planning to use the Board's draft and Air Forde changes as the basis for specific discussion leaving to State the op- portunity to provide a "supplement" rather than "dissent" in order to present their somewhat more wide-ranging views involving the friendly situation. 8. Attended 0/RR Consultant Meeting and lunched with same. Topic of dis- cussion was the Government-wide picture on economic intelligence. r- 1 25X1A9a carried the ball very well. The general reaction initially of the consultants was that NSCTD 15 was nowhere near strong enough and Economic Intelligence should undoubtedly be taken over as a service of common concern to be performed by CIA/RR. Conferred with on the Guatemalan situation. This is pretty horrifying from procedural point of view. As I get it, DCI is annoyed at Assistant Secretary Miller's calling off assistance to a-revolutionary group. 25X1A9a boys thereupon produced intelligence which would support renewing our assistance. This intelligence was then evaluated by the Inspector General, who drafted a memorandum for DOI to send to the Under Secretary of State. Only at this last stage did it occur to DCI and D/DCI that this really raw informa- tion should be evaluated by the DD/P evaluators and O/CI; so this is laid on more as a matter of final editing of a finished policy opinion than as part of the intelligence process. Wisner feels just as grimly about this as I do. 25X1A9a 10. Conferred briefly with who reported some observations from the consultants at last night's dinner, indicating that some of them thought we were undertaking too ambitious a program in O/RR. 25X1A9a 11. Conferred withl who are highly exercised be- 25X1A9a cause despite the agreement worked out with in a meeting chaired by 25X1A9a he DD/P people were insisting that all pouched material come over open and then be edited to see whether it had been properly sanitized from the point of view of cryptonyms, pseudonyms, etc. This is obviously impossible on background material so the net result is that a wheelbarrow load of O/SI documents have been bounced back in their face with the word that they cannot be sent to 25X1A6a D unless made to conform to DD/P type papers. Called who said he25X1A9a had no idea this was going on and did not approve of it and would stick by his ,, words to the extent he had action in the matter. He called back to say that this 25X1A9a had come out of the Records Integration Branch and other administrative cells of the DD/P and that one 0 had the action. I then designatedl -1 aX1A9a the DD/I representative we had working out with ii and failing this to repoi X1A9a to me the exact state of the difference so I could pound it out with Frank Wisner in person. It is utterly foolish as the has cubic yards of unsani- tized material that has been sent over there during the past two years. 25X1A6a 25X1A9a 12. At request, called Mrs. Dulles at NPA to find out what assist- ance she wanted from us. She was out and said she would call back but did not. 25X1A5a1 13.
