1. Conferred with and got him to draft a brief to be presented orally
by DCI or someone for him on the Summary Evaluation when we meet with the JCS on
Monday.
2. DCI was unable to attend final meeting of the 0/RR consultants. Represent-
25X1 A9,g CIA were Amory, Kent, , and assistants. The panel's report
might be summarized as follows:
a. The 0/RR research program is good and a highly desirable de- ~X
velopment but more thought should go into relative priorities;
so that the absolutely essential studies, such as petroleum,
electronics, etc., can be singled out for special effort and sure
accomplishment, even though other pressures cause a curtailing in
the program as a whole.
b. Sovmat program is entirely inadequate and needs intensive ex-
pansion so as to provide a steady flow of critical items and a
cessation of coat hangers, shoe brushes, etc. Great stress was
laid on the need for repeated samples in order that changes in
quality, processing, etc., may be detected. It was agreed that
considerations of secrecy in the program should be subordinated
to getting it onto a really continuous.,basis.
c. Economic organization of the Government: Needs revision
(NSCID 15) so that primary responsibility for Soviet bloc economic
intelligence is charged directly to CIA, leaving the other agencies
sufficient resources to criticize and make special evaluations of
interest to them. To this end the EIC Chairman should be given
the equivalent powers in his field of the Director of Central In-
telligence, preserving to other agencies the right of noting dis-
sent.
The detailed formal report was being dictated and will be ready by Tuesday. Follow-
ing these recommendations and the discussion thereof, meeting considered the sub-
25X1A9a stance of the Soviet threat. gave 0/SI's views on the technical competence
and training programs, and a wide-ranging discussion of great interest was held lead-)
ing to thoroughly pessimistic conclusions for the long range.
