1. At Mr. Amory's request, referred to the China Project, which
had been concurred in by Mr. Wisner, requesting that the Project be developed
in co-ordination with FI for PRC review and approval.
2. Colonel White suggested that I informally advise the Intelligence Of-
fices that they should request provisional clearance of applicants for profes-
sional vacancies only where absolutely necessary. The question of continuing
provisional clearance for this group has been under consideration with the DCI
for some time and it is the feeling of DD/A that the DCI may require discontinu-
ance of the practice. Due to the elimination of the unclassified training group,
there is no longer adequate provision for training of professional people while
in provisional status and therefore each case must be handled on an individual
basis. This restrictive policy does not affect clerical personnel where provi-
sional clearance is widely used and where there are adequate training facili-
ties for the individual's pending clearance.
