1. At morning meeting, 25X1A9a raised a question of why important in-
formants particularly returnee scientists were not given medical examination to
see whether or not they had been "broken" and then filled with guff of some sort
referred
which they relayed to our interrogators believing same to be the truth.

3. Also discussed and General Porter's suggested addendum u hich I had
felt was very questionable. Kent said none of the Agency representatives wanted
any part of it and were particularly at a loss to see how the third and fourth para-
graphs could even be suggested inasmuch as they were plainly contradicted in the
text. He raised the question as to whether or riot DCI would like to take a hand in
order to keep the JIG from making.a fool of itself, or putting it another way, "Is
the liberum footnote completely unlimited?" Considering the fact that this estimate
will have very limited distribution, I have decided not to raise the matter with the
Director.
4. Talked to AD/CI and chided him mildly for failure to carry through the
program of support of the Board that had been informally agreed to. Impressed on
him my fear that continued foot-dragging on the part of 0/CI would inevitably re-
sult in the Board's turning to the DD/P's side for intelligence guidance on out-
of-the-way places with the result that the area desks across the pool would speak
for the Agency through the medium of National Estimates. He promised to try and
have his people take a more active part ih the estimating, in furnishing factual sup-
port for the estimators.
