1. Checked with Personnel who advised that they were preparing a release
to all offices covering the DCI memorandum delegating to the AD/Personnel
the responsibility for handling directly with the Department of Defense, re-
quests for the extension of the tours of duty of officers with CIA.
25X1A9a 2. Referred to Training, for appropriate handling the re-
quest which 0/CI had received fron Military Personnel relative to making
briefing arrangements for Major General McFadden. Military Personnel was not
aware that the responsibility for making such arrangements had been assigned
to Training.
3. After a discussion with Mr. Reber, I referred to him the 0/SI PAC pro-
osal for extension beyond 31 jecember, of the machine-indexing project at
25X1A5a1 Mr. Reber agreed that the submission was inadequate and that as a mini-
mum 1 should indicate accomplishments to date and the proposed plan of work
during the extended period. The need for extension appears questionable and,
if justified, should be proposed by 0 & M which was given the responsibility

for monitoring the project-
4. Reviewed with representatives of 0 & M their draft regulation setting
forth policies and procedures for development of CIA regulations. I indicated
that the proposed title "Agency Publications" was inappropriate inasmuch as
it would be construed by many to include intelligence publications. I was ad-
vised later to withhold concurrence pending consideration of other possible
changes under consideration within the DD/A complex.
