1. At the Directorts morning meeting, DCI indicated that he had
agreed to the JCS nominee for chairman of the Ad Hoc Committee which is to
prepare the summary evaluation paper, namely Idival Edwards of the Air Force.
DCI instructed Armory to carry forward on the details with Admiral Laylor or
whoever else might be designated by the JCS. Amory later ascertained that
General Lemnitzer had been designated by the JCS and arranged for a meeting
with Lemnitzer on Tuesday.
2. After chatting with Amory and reviewing the summary of diary
entries prepared for my return, chatted with the following:

3. In response to DCI's request for a swaiary of impressions
on the trip at the morning meeting, I mentioned the f. olloyri.ng
a. The quality of our personnel overseas was, on the whole,
impressive and compared favorably with those in Washington.
b. There was a distressing lack of information available in the
field. The need for inforrra Lion did not always consist of
highly classified material and included such common -items
as new,vspapers, magazine articles and indications of intelligence
thinking in Washington.
c. Conversely, there was much intelligence information available
in the field which was not getting back to the intelligence
offices in Washington. 1_':tr experience had convinced me that
there was a crying, need for intelligence coordination in the
field.
d. There had been a failure to distinguish between operational
stations and those which were primarily set up for liaison
purposes. As to the latter, our people were confining
25X1X7 themselves type contacts, whereas much higher
level intelligence evaluation units desired to enter into
relations with CIA intelligence components. Vhen asked where
liaison opportunities existed, I mentioned

to be extended to cover other regional areas. I felt that
sooner or later we would recognize the need for decentralization.

Following the meeting I chatted briefly with the DCI on various
over-all agency matters and also informed him that I planned
to make one or more detailed written.reports on m reactions
and recommendations.
