Attended the 0/CI Telecon with during which he exchanged . concerning the pending reduction in messages with the Chief, 25X1 A6 advised him that he had secured an understand-25X1 A9a ing with EE to continue with planned chances for rotation and assignment of per- sonnel during this interim period pending final determinations concerning the 25X1 A6@eneral cutback 2. Discussed with 0/RR the effect of the recent notice prohibiting the pay- ment of overtime for training. I agreed to discuss the matter with DD/A in an effort to secure approval for the continuation of overtime payment for the two Saturday morning courses presently being given by 0/RR. Discussed with Colonel White, DD/P concurrence in the establishment of 25X1 B4d with the condition that the present DCI ceiling on the Senior Aep T/U be increased It was agreed that25X1 B4d he would consider the possibility of a separate 0/RR T/0 for the team rather than establishing it as an integral part of the Senior Rep's T/0. b.. In further discussion of the ceiling question, Colonel White advised that the DD/A was personally reviewing requirements in DD/A area in an effort 25X9A2 to cut their present ceiling allocation. I urged that a special effort be made 25X9A2 to get the DCI to recognize the present overall ceiling allocation approximating ?r rather than to require a cutback to the original figure White agreed that this issue had probably not been fully discussed with the DCI and indicated that in future discussions an effort would be made to confirm the present figure. 25X1A9a 5. It was agreed that it was desirable in connection with the establishment of a GS-16 for the Chief of FDD that Classification & Wage should be requested to survey the current functions and responsibilities of FDD and that resubmission of the GS-16 re- quest to the Supergrade Board should await the results of this survey as well as approval of the NSCID. b. Discussed pending 0 & M proposal for centralized direction and administration of graphics services under 0/tilt, to which FDD enen- had dissented. As FDD has only one specialized individual gaged in graphics work) it does not appear expedient FDD under the plan and I agreed to request an exemption from 0 & M. 6.
