Suggestions for a US delegation visit to Soviet facilities in the iron and steel industry are as follows: Research Institutes 1) All-Union Research Institute for Prevention of Air and Water Pollution in the Iron and Steel Industry (VNIPI Chermetenergochistka), Kharkov. An experimental-industrial enterprise was es- tablished in 1969 at this institute for the development of prototypes of gas and water cleaning facilities and evaporative-cooling in- stallations for metallurgical plants. Central Scientific Research Institute of Ferrous Metallurgy imeni I.P. Bardin (TsNII Chermet), Moscow. This is one of the leading research institutes of the Soviet iron and steel industry with responsibilities in virtually all major technical areas, including programs dealing with pollution problems. However, the role of TsNII Chermet in work on pollution controls is probably limited to administration and coordi- ation of research activities conducted at other institutes. Major Plants Among the dozens of plants in the Soviet steel industry there are probably very few, if any, which can be regarded as models in the use of pollution control measures other than conventional ones. A recent US iron and steel dele- gation reported that despite Soviet expressions of concern about ecology, pollution control seemed almost nonexistent at the plants visited in the USSR. (These plants were large integrated iron and steel plants at Novo Lipetsk, Krivoy Rog, Rustavi, Cherepovets, and Zaporozhye and Dnepr Specialty Steel Works at Zaporozhye.) The Soviet press has mentioned a few plants which have had problems with water pollution. Steps reportedly were taken to deal with those problems but the Methods and re- sults are not known.
