SUBJECT t Book Dispatches
The attached material describes a campaign now underway in the CS
to eliminate book dispatch cpllections as a part of our efforts to re-
duce paper holdings and the book dispatch itself as an instrument of
command, or what-have-you, above and beyond the ordinary dispatch. In
this connection, it would seem to me appropriate to refer the various
administrative exemplars to you for decision. Please advise if you see
any objection to this course.
