The following is submitted to you, at John's request, in connection
with the claim for the cost of shipping a FORPOV.
At the time the Congressional mandate went into effect (December 10,
1972) there were0personnel overseas for the DDO, and
plus a few others from the DDI and the DDS&T. Any or all of te
employees could have been caught in the position of having a FORPOV which
they had to sell or ship at their own expense, but we do not know exactly how
many there were. There were a number of cables exchanged to confirm the
policy and discuss exceptions, but these are not now available. About a year

ago, when we were debating one of the other claims with the IG, the Area
Divisions estimated that there were probably loverseas who
had to either sell or ship. However, the only way we could have documented
this would have been to do a survey and poll all the employees.
The Divisions and Commmo are even farther from the scene now and are
unable to give an estimate: that they could be comfortable with. The reason
for this is that employees selling or shipping would have to do it on their own,
it would never be recorded in Agency records, and there would have been no
reason for the employees to consult the parent components. Those who shipped
probably did it on foreign bottoms to save money. EUR Division indicated that I
in their Division alone, they would be comfortable with an estimate of or 25X9
so, but the other Divisions and Commo, in the absense of proof do not want
to guess. My own. guess is that, employees, there must have been
