1. Headquarters Regulation specifies that
CIA is authorized to extend training assistance to Doll
intelligence elements related to their appropriate
foreign intelligence and foreign counterintelligence
responsibilities, provided that this assistance has the
approval of the DDA. At this point, the Office ofTrraning
provides a variety of training and training support for
Defense intelligence elements and their personnel. This
ranges from lectures, films and documentary support,
briefing of attaches, to attendance of DoD personnel in
OTR courses, such as the JCS-DIA Orientation, information
STATINTL science courses and the special one-day defensive driving
section of the Countering Terrorist Tactics Course at ~
(The Military Operations Training Course is not included
in this category as it is covered by a separate agreement
to which I am a signatory.) Please be advised that I
herewith delegate to the Director of Training the authority
to approve such support to DoD training courses and
attendance by foil intelligence element personnel in those
courses in which enrollment is routine and repeated.
2. There are other requests which arise from time
to time which are not contained within this delegation.

SUBJECT: Training Assistance to DoD Intelligence Elements
I refer specifically to the initiation of new courses in
the operations training field for DoD personnel and the
admission of Defense personnel to courses other than
those which they attend regularly. In these instances
I expect that requests will be submitted for my approval
on a case-by-case basis in order to assure compliance
with the above-referenced regulation.
3. As new courses are approved for DoD personnel
or their admittance to a course becomes established on
a routine basis, however, attendance will then be treated
as within the above delegation of authority to the DTR.
