I found this chronological listing of documents (Attach- ment A) that relates to the Bicentennial. Documents prior to 1974 are at the Archives. I would assume the 22 January 1970 letter from the Chairman, American Revolution Bicentennial Commis- sion (ARBC) to the DCI might give more detailed information as to what Federal agencies were asked to do. If you feel we need this, I can ask to have it retrieved, but it might take a couple of days to get. 2. There is a good deal of correspondence on requests for CIA to get with it. Internal CIA memos discuss various proposals. As I recall, it was about late October or early November last year that Mr. Colby decided a brochure or pamphlet would be acceptable. In fact, he enthusiastically endorsed this and desperately wanted it published prior to his leaving the Agency. It is clear through- out the notes and memos on file that the White House has been press- ing the Agency to produce something for at least the last year. A copy of a letter to John Marsh from the Director and a copy of the Director's memo to Ben Evans (Attachments B and C) are attached for your information. Paragraph 3, Attachment D, gives a little histori- cal background on the Bicentennial programs. C. 20505 MEMORANDUM FOR: Ben Evans Executive Secretary FROM : George Bush Director Jack Marsh has two or three times raised to me that the CIA do something on the Bicentennial. What he keeps talking-about is the use of intelligence during the war 200 years ago. He talks about the "Culper" ring; he talks about British agents being a vital part of the Revolution. He cites "historical precedence for espionage;" he-talks about Ben Franklin being involved in the Franklin letter; about Hessian defections that were a result of a program run that caused numerous defections. What I think we need to do is have one of our historians here or perhaps someone at the Library get a research paper that would not deal with the entirety of intelligence during the Revolution but might consist of useful excerpts for speeches for CIA people and for White House people showing that intelligence 3nade a remarkable contribution to the freedom of this country. As you requested, I have reviewed the contents of the package concerning Bicentennial Information Network (BINET). This memorandum is to inform you of the nature of its contents, but more than that, to alert you to some of the implications concerning the Agency's partici- pation in the Bicentennial celebration planned for 1976. 2. For the time being at least, the subject of BINET may be considered a dormant issue. The BINET system, which has been in operation for about a year, consists of a Bicentennial information data base and a group of programs to establish, update, and permit controlled access to the data base. It is designed to provide a means for handling the large volume of information concerning Bicentennial projects and events of significance. The memorandum to the Agency from the American Revolution Bicentennial Commission (dated 25 July 1973),which described the nature and purpose of BINET, also contained a request for input to the system; that is, Bicentennial projects under development, to be returned to the ARBC by 31 August 1973.
