Re the matter of medals for forthcoming significant
retirees.
A. There is complete accord, although
for different reasons, that it would not.
really be appropriate to bestow upon Bill
Nelson a "community award." Jack Thomas
also agrees with this point. DDO has
submitted him for another Distinguished
Intelligence Medal.
B. There is accord that the award of
the Career Intelligence Medal to Dick Walters
would be fitting. I would suggest for your
own consideration, at the time you bestow it,
that you work into your scenario at least the
following two points. Dick already has
received the Distinguished Intelligence Medal
Secondly, he was tremendously impressed with
the fact that Bill Colby, upon his retirement
asked for a Career Intelligence Medal and,
further, the very name of the medal, even
though bestowed by this Agency, is symptomati
of the majority of Dick's military career.

SUBJECT : Awards for General Walters
1. As General Walters' retirement draws near, you may wish
to consider recommending that he be awarded the National Security
Medal (NSM). In Executive Order 10431, dated 19 January 1953,
the criteria for the NSM was set forth as follows:
"The National Security Medal may be awarded to any
person without regard to nationality, including a member
of the Armed Forces of the United States, who, on or
after 26 July 1947, has made an outstanding contribution
to the National intelligence effort. This contribution
may consist of either exceptionally meritorious service
performed in a position of high responsibility or of an
act of valor requiring personal courage of a high degree
and complete disregard of personal safety."
General Walters' service to the United States Government appears
to warrant such recognition.
2. For your information, I have attached a list of the
recipients of the NSM. If you wish me to pursue this matter,
I will have a recommending paper prepared to Mr. Scowcroft for
your signature.
3. In addition, may I also suggest to you that General
Walters would be honored to receive the Agency's Career Intelligence
Medal in recognition of his achievements on behalf of our organiza-
tion. Mr. Colby was the recipient of a Career Intelligence Medal
on the occasion of his departure and I can attest that General
Walters was particularly impressed that this was the specific award
Mr. Colby preferred. Should you so desire, I will also have the
appropriate recommendation prepared for this award..
