Blake 18 August 1976 Executive Officer, DDA SUBJECT Meeting with Office of Inspector enera 1. I met with to discuss their Phase I survey of C s relations ips with the private sector. Their interest, at this point, in meeting with me merely served to introduce the subject and get some ideas as to what Offices might be inspected to get a handle on DDA relationships with the outside. They stated they were not interested in looking at relationships with academic institutions. 2. I suggested that they would be interested in the Office of Logistics, as our central procurement body, as well as the Offices of Data Processing, Security, Communications, possibly Medical Services, and Finance. Regarding the latter, they indicated some interest in knowing something of the Office of Finance contacts with banking institutions, domes- tic and/or overseas. 3. is the leader of this two-man study team. He is duly apologetic about entering into another investigative phase, particularly with the knowledge that certain House investigators are on board. I mentioned that the Office of Communications is currently housing House of Appropriations investigators and that they might conceivably be a little STATINTL testy about another investigation. - stated that :if this were a problem, they would be exceedingly careful to work Communications into a schedule that would be the least trouble for them to accept. 4. ~ will prepare a tentative outline as to how they want to go about their study and will forward to us four comment. Obviously, they will not be able to do an in-depth study of all the relationships with the private sector. They plan on taking a random sampling of organizations -- some large, some small -- and try their best to complete the exer- cise by the end of December, if not sooner. 6. I might have missed something with the Offices not listed above, although I think any contact with the public sector would be extremely limited. If wrong, we have plE:n'ty of time to get to - to have something included in his schedule.
