MEMORANDUM FOR: Deputy Director for Administration
SUBJECT Agency Regulations Process
1. As you are aware, the proposed "Regulation on
Regulations" has been sent out to the various directorates
for review and will be the subject of future Management
Committee discussion. There are already indications of
opposition.
2. To support you in discussions on this subject, we
have compiled some specific examples which are attached.
The problem becomes pretty obvious and has taken on even new
importance in light of the direct and implied criticism of
our Agency "laws" resulting from the investigations of 1975
and the fact that we are having a change of directors. Hope-
fully, the subject will be an early agenda item at the Man-
agement Committee.
3. Some components undoubtedly will fight the imposi-
tion of the "specific enforceable time limits" which you have
recommended, and which represent the key to solution of the
problem. I find it incongruous that absolute deadlines are
an accepted element of the law-making process at the National
level but have been found unacceptable for the Agency's pro-
cess. Certainly the time has arrived to change this if
nothing else.
