The CIA Management Committee met on 17 September 1975 to discuss various ramifications involved if we decide to go into a fund-raising situation in connection with legal assistance for employees and retirees. 2. The consensus of the group appeared to be as follows: (a) As it pertains to employee solicita- tion--the accumulation of funds from employees will be in proportion as to how it is made easy for them. There would be nothing wrong with having "solicitation receptacles" located in our buildings. We must give attention, however, to how the funds, when collected, are controlled. A separate bank account should probably be established in an individual's name and some accountability system established. It is my current thought to turn this matter completely over to the Office of Personnel to work within the guidelines that I will establish. (b) As it pertains to an external solic- itation--"the consensus was that it should be an Agency, hands-off program". (c) There are several avenues by which the Agency can get such a program underway. We will float this idea with the CIA Retiree Association members the evening of 17 September 1975. 3. Things like this do not happen of their own voli- tion and constant attention and prodding is necessary. I am giving consideration to raising the issue of turning the pursuit of this matter over to a standing group of the ADD's, with perhaps some additional augmentation.
