SUBJECT Approval to Change Resource
Package Identifications
1. Action Requested: This memorandum requests your
assistance in obtaining approval of the Deputy Director
for Administration and the Office of Comptroller to
restructure the identification of Office of Security
resource packages.
2. Basic Data: In the past the Office of Security's
Program submission-consisted of twelve resource packages,
generally tied in to the organizational breakdown of the
Office.
Agency policy requires the approval of the Deputy
Director for Administration and the Office of Comptroller
in any restructuring of resource package identifications.
The Office of Security has been tasked to devise
systems and procedures to develop and establish a series of
positive indicators against which its significant Program
missions (functions) can be judged.
3. Staff Position: In order to provide an integrated
system to permit the development of performance indicators
for our significant Program missions, the Office of Security
believes it advantageous to restructure our Program package
designations along product-oriented lines. To accomplish
this it is proposed that the core activities or functions
of the Office be identified as individual resource packages.
To complement these core packages we would establish
such additional packages as are necessary to cover special
objectives. The total resource requirements submitted by the
Office would be represented by the sum of the requirements
outlined for the core activities and the special objectives.

It is envisioned that positive indicators of
performance measurement would be developed for each of
the core packages. Performance measurement of special
objective packages would be provided by the action plans
associated with such packages.
Attached are preliminary descriptions identifying
the fifteen core activities of the Office of Security. While
there may be minor modifications of these descriptions before
final submission of our FY 1978 Program, the structure of
the packages will remain as outlined in the attachments.
4. Recommendation: It is recommended that you take
appropriate action to o tain the approval of the Deputy
Director for Administration and the Office of Comptroller
of our proposal to restructure the resource package
designation as outlined above and in the attachments.
