1. Reference memorandum had attached to it papers describing
various DDS&T projects. Those which were initiated on behalf of,
or at the request of, OJCS are listed below:

2. I believe the remaining questions in reference are best
answered by briefly describing our interface with ORD. OJCS has a
close working relationship with ORD, formalized through an OJCS/ORD
Coordinating Committee chaired by Mr. Deputy STATINTL
Chief, Systems Engineering Division. Monthly meetings, attended
by interested personnel in OJCS and f1,-- re-"--held to review the
progress of projects of interest to OJCS. OJCS is alto present-
ed on the s~,r,nmttee of various RDA&E projects . We have
found this to be a highly satisfactory arrangement.
3. With regard to the initiation and selection of RD&E pro-
jects of interest to OJCS, the following procedure has been followed
for the past two years. Each year ORD gives OJCS a list and a
description of current and proposed projects. forms STATINTL
a working group to review these projects and suggest a i ional
projects. The results of this working group are forwarded to
OJCS Division and Staff Chiefs for discussion and ranking.
Finally, Director, OJCS forwards a composite ranking to Director,
ORD, along with comments on selected projects. A copy of this
year's memorandum is attached.

1. In accordance with procedures outlined in the
referenced rreenorandum, this Office has undertaken a review
of requirements for support by the Office of Research and
Development for FY77-78. Over thirty current and new projects
were revteved in detail by an OJCS task team and the GJCS -._
2. The attached list of twenty-two projects, which is
submitted here for consideration in your FY77 program call,
represents the OJCS ranking of projects which have been
proposed by OJCS personnel or have been suggested by nenbeets
of your Data Proccasing Research and Deevelopnent Division.
Our jointly produced proposals are also attached. Although
we have ranked a great nunber of proposals, we expect that
your resourcesvill only permit you to address a few of the
higher priority projects.
3. The ranking of these projects has been influenced
by our perception of the overall usefulness of these projects
to the OJCS mission and our estimate of the appropriateness
of ORD involvement in these activities. The security assess-
went projects, which are of great interest to OJCS, have been
ranked low because we feel that security assessment falls
within the scope of the Office of Security. Other projects
ware ranked low because we felt that they should be performed
within OJCS.
6. In addition to those projects which have been ranked.
we would like to express our continuing interest in projects
which you nay be undertaking in FT77 on behalf of other offices.
Projects dealing; with Computer Support to Field Stations. Inter-
active Cartographic Systeas and Geographic Inference-Making
Aide all involve OJCS to a great extent and we would expect
to contribute manpover resources to these projects for both
implementation and project review. We have an esveecialiy
high Interest in the Minicomputer Data vanes lana3ement Project
