SUBJECT . Cable Secretariat Branch
1. It has recently come to ray attention that in-
frequently complaints are registered with the Cable
Secretariat Branch on the matter of dissemination of
cables. With the high volume of activity the Cable
Secretariat Branch experiences, it is only to be
expected, that infrequently something will be handled to
the lack of the complete satisfaction of operating
officials involved.
2. In one particular instance, I am informed that
a complaint was received with considerable use of
abusive language and the abrupt termination of the tele-
phone call. This is behavior I do not countenance and I
do not believe there is any room in our professional
relationship for less than gentlemanly conduct. #oul.d
you please inform the Chief, Cable Secretariat Branch
for me that if there should be a recurrence of such a
matter that he is asked to courteously terminate the
telephone call and inforia the complaintant the matter
will be referred to both the Director of Communications
and the Deputy Director for Administration. I believe
we owe this to our employees and I am not prepared to
see them subjected to abuse from anyone.
