1. Since present plans call for relocating USIB and the Intelligence
Community Staff, I would like to renew my request for the 7C28 area now
occupied by IR&D Council and to ask for the 7C31-7C41 area when it becomes
vacant. The latter area is presently occupied by the USIB Security Committee
and USIB Information Committee. I would also like authorization to move into
the Review Staff Space in 6D-0120 as it becomes available, at least as an interim
measure. Clearly, adequate space for the new attorneys and secretaries joining
our staff in the next two or three months, in addition to two summer interns and
three summer students, will not be available in the 7C corridor at an early
enough date.
2. I have serious doubt whether the 7C area, including the addition of
7C28 and 7C31-7C41, will be adequate for our fully expanded Office. It is
difficult to make a final determination right now because, among other things,
a consultant is doing a survey of our library needs. His report should be
complete soon, but it already seems certain, and not surprisingly, that to
have an adequate library we will need additional library staff and sub-
stantially more space for the staff, work room for the users and additional
shelves. It may be necessary to move the location of the library and, in any
case, this need will impact on the total space need to such an extent that
when we are fully staffed, probably by mid-summer, we will need more
space than this interim request calls for if we are to house our people, books
and equipment and provide adequate service tQ the Director and the Agency.
