1. Subject's appeal of a denied claim relating to the
sale of his POV has been carefully reviewed. While sympa-
thetic to the circumstances which find Mr. losing 25X1A
$1,050 as a result of a bad check from the buyer of his
vehicle, we regret there is no basis for approving his appeal.
2. It is our contention.t.hat the cause of the loss of
money can only be interpreted as a personal problem for which
the Agency cannot be liable. There is nothing in the attached
traffic nor in the appeal of the denied claim that would cause
this office to disagree with the position taken by 25X1A
the OGC representative in the Office of Logistics.
3. Note has been taken of the comment in 25X1A
that "surprisingly little action was taken by to 25X1A
recoup the sale money, particularly while the guilty party was
still a member of the Marine Corps and stationed at Quantico,
close to the Headquarters area." We would take.issue with
that statement based on the fact that the sale of Subject's
vehicle was a private matter and not one in which the Agency
would be compelled to intercede. 25X1A
4. While it is acknowledged that the sale of his POV was
caused by his new post's denying the import of his POV, it is
worth emphasizing that prudent safeguards could have been taken
