SUBJECT: Delegation of Authority for Project E-A1u=h5-50 r
1. Attached is delegation of authority for the Surgeon,
CIA under Project E-As-)45-50, which has been prepared for your
signature, provided it meets with your approval.
2. Reasons for suggesting this delegation are:
a. The Project provides that the I edi cal
Officer will determine appropriate fees to be
stated in the contracts, etc., and although
implied, it does not specifically designate him
as approving officer for expenditures.
b. The i'-=edical Officer will receive all
medical reports for evaluation, whether processed
through medical Division, AS or Overseas Division
SED/SSS.
c. The Surgeon will be best informed on all
cases and in the best position to determine that
charges are reasonable and for official business.
