Personnel Overseas, in connection with "Recommended Board Action C. 3!" of Memorandum for the Operations Coordinating Board, dated June 30, 1959r transmitting the Report. STATEMENT While I am gratified at the indications of progress in this Report, we must move ahead to still more significant improvements in programs affecting the conduct and attitudes of Americans overseas. Acceptance of the U, S. presence by the peoples and governments of the host countries will be enhanced by good personal relations between them and our personnel, These person-to-person relationships constitute a valuable asset in the attainment of our national objectives. S. Employees Overseas have been carried out as of March 31, 1959, together with recommendations for further action.
