5X1A9a The Career Service Panel acted on a motion to recommend
AP/ORD for a Quality Step Increase from GS-14, step 4 to
?5X1A9a GS-14, step 5. Seven members were in favor and one member voted, in
25X1A9a absentia, against the recommendation. istated in a memorandum to
?5X1A9a chairman, CSP that QSI recommendation for was based
25X1A9a on an outstanding fitness report for the past year. - noted that
25X1A9a received three "S's" and two "0's" on his specific duties. This
seemed to him a weak "0" for which a QSI should not be given. Motion
carried.
8. Discussion followed by CSP on the merits of selecting a nominee
25X1A9a for Fellowships in Congressional 0 erations. The Chairman informed the
Panel that, in the basence of had expressed interest
25X1A9a in this training. - recommended that ORD send no nominee for this
course as he felt it was not the type of training needed by an ORD employee.
25X1A9a 9. moved that the CSP recommend no nominations from ORD
25X1A9a for Fellowships in Congressional Operations. seconded the motion.
Motion carried.
25X1A9a 10. suggested to the Panel that when the members held a
competitive evaluation exercise or reviewed a promotion or quality step
increase that they be provided with a print-out of the project off=icer's
25X1A9aactual contract program. felt that if a CSP member was
25X1A9a interested in doing this that he should obtain this information, individually,
from but he was not in favor of having it done automatically
25X1A9a for all the members of the Panel.
25X1A9a 11. made a statement of intent to promote
An/ORD from GS-13 to GS-14.
25X1A9a 12. made a statement of intent to promote
25X1A9aAn/ORD from GS-13 to GS-14.
13. The next meeting of CSP was scheduled for 5 May 1969 at 0900
hours.
