1. The Chairman called the meeting to order at 0903 hours.
2. There were no additions to the agenda for 2 March 1970.
3. The following correction was made to the minutes of 2 February
Item #5, page 5, first paragraph

.... asked to go on record objecting to

no satisfactory evidence presented to make the case.
?5X1A9a 4. raised the question for some of the members of the
25X1A9a Panel as to whether presentation to the Panel on the
Agency Retirement Policy, 2 February 1970, should be made part of the

ORD CSP record. replied in the affirmative stating that

USE ONLY, which had been done.

to prepare a short memorandum for the DD/S&T Senior Career
Service Board spelling out the problems of the Agency Retirement policy.
asked that the committee offer options on how to solve these
problems which ORD thinks should be considered. The committee was asked
to remember suggestion on presenting the "excepted" route;
Congressional pressure is also another route. asked the 25X1A9a
committee to prepare a draft of the memo and distribute to all CSP
members for their comments and careful review. He asked that a final
memorandum be prepared for approval by the Panel at the next CSP meeting
on 6 April 1970.
7. There were no ORD nominees for the Midcareer Executive Development
Program, Syracuse University.

reviews promotion actions once a year and were meeting shortly after the

were prepared. These memos were forwarded to OL/Career Service betore
presentation to ORD/CSP because of this reason. D/ORD and DD/ORD felt that
both of these men have done a good job for PMS/ORD.
10. The next meeting of the ORD/CSP was scheduled for 6 April 1970
at 0900 hours. stated that the GS-13's will be reviewed and a
list of reviewer assignments will be sent to the members of the Panel.
