SUBJECT: Strategy Reports for FY-76, NIO/SP-Related KIQs

1. As noted by the DCI (see reference a, attached), the strategy
reports (KSRs) for the FY-1976 Key Intelligence Questions are to be
completed as expeditiously as possible by the NIOs or their designees
working with appropriate elements of the Intelligence Community. The NIO
for Strategic Programs (NIO/SP) has the responsibility for producing the
KSRs for 19 of the 72 KIQs for FY-1976. Given the major effort entailed
in the preparation of the KSRs for this number of KIQs, the most efficient
and expeditious way to complete the KSRs is to establish ad hoc interagency
groups for their preparation; this, for the most part, was the practice
that was followed in the preparation of the KSRs for the FY-1975 KIQs.
2. To this end, I am forwarding a proposal (attachment 2) which
spreads the responsibility for coordinating the drafting of the KSRs
among the CIA, the DIA, and certain committees of the USIB. In most
instances, the assignments are the same as they were for the FY-75 KSRs.
It is proposed that the organization assuming primary responsibility for
a KIQ Strategy Report furnish the coordinator for the KSR who will, in
turn, assemble an interagency group to prepare it. Target date for
submission of the draft KSRs to the NIO/SP is 5 December 1975.
