FY 76 KIQ STRATEGY REPORT
KI 49: What is the interplay in Southeast Asia among China,
the USSR, and the Communist states of Indochina?
Include the strategies and objectives of the communist states;
communist support to insurgencies, particularly in Thailand and
Malaysia; differences and rivalries among the communist states;
and the reactions of the Southeast Asian countries.
I. COLLECTION AND PRODUCTION NEEDS
The principal areas on which reporting and analysis are required during
the fiscal year are:
Target 1: Indications of communist intentions and actions
concerning non-Communist Southeast Asia.
Target 2: Evidence of changes and developments in the relationships
among the various communist powers themselves who are involved in
Southeast Asia.
Target 3: Evidence of any significant change in communist
support to insurgencies in Southeast Asia, especially to the Thai
and Malaysian insurgencies.
Target 4:. Indications of the attitudes and actions of the non-
Communist Southeast Asian states concerning the communist powers
involved in the area.

II. ORGANIZATIONAL COMMITMENTS
A. Collection
B. Production. The following types of intelligence analysis and
production will be required to fulfill this KIQ during the fiscal
year:
Target 1: NSA and 0 accept the obligation to be prime
collectors on communist intentions, with the CIAIDDO and INR,
acting as the representative of the Department of State within
the intelligence community, accepting a strong secondary obliga-
tion. The CIA/DDO and the Department of State accept the prime
responsibility for reporting on communist actions concerning
Southeast Asia. The DIA also accepts a secondary responsibility
for collection on this target.
Target 2: - accepts a major responsibility for collection
against this target. The Department of State, the CIA/DDO and
NSA accept a strong secondary responsibility for collection
against this target.
Target 3: NSA, the CIA/DDO and the Department of State accept the
prime responsibility for collection against this target. DIA
accepts a secondary collection responsibility.
Target 4: The Department of State and the CIA/DDO will share the
prime responsibility for collection on this target. NSA and DIA
accept a secondary responsibility to collect'. information on this
target.

1. Ad hoc current analysis and reporting in the intelligence
community's daily and weekly publications, special memoranda,
and briefings.
2. At least one general. assessment of the roles and prospects
of the communist powers in Southeast Asia.
3. An assessment of the situation and prospects in Indochina.
4. At least one assessment of external support to the Thai.
communist insurgency.

KI 50: What are the prospects for stability in the non-Communist
countries of Southeast Asia and for their relations with the US?
Include new political, economic or military alignments that may
emerge in Southeast Asia and their implications for US relations
in the area, e.g., impact on US base rights and intelligence
facilities, regional cooperation and US economic interests.
I. COLLECTION AND PRODUCTION NEEDS
The principal areas on which reporting and analysis are required during
the fiscal year are:
Target 1: Policies of Southeast Asian countries vis-a-vis US
security interests, including the US presence and access to
bases in Thailand and the Philippines; also policies and attitudes
of countries in the area with regard to the US presence in the
Indian Ocean, and to proposals for regional neutralization and
a nuclear-free-zone.
Target 2: Policies of the non-Communist Southeast Asian states
with respect to significant threats to internal or regional stability.
Target 3: Policies affecting US economic interests, including
attitudes toward overall third world positions, restrictive trade
policies, foreign investment, and law of the sea.
Target 4: Moves toward regional cooperation.

II. ORGANIZATIONAL COMMITMENTS
A. Collection
Target l: INR (representing Foreign Service reporting), the
CIA/DDO and DIA will share equally the responsibility for
collection on this target.
Target The CIA/DDO and INR (on the behalf of the Department
of State) accept the prime collection responsibility on this
target. DIA also accepts an obligation to collect against this
target.
Target 3: INR accepts the prime responsibility for collection on
this target. CIA/DDO accepts a secondary obligation to collect
information on this target. DIA, NSA, and the Department of the
Treasury accept the obligation to collect some information on
this target.
Tar eg t 4: INR accepts the prime collection obligation on this
target. CIA/DDO, NSA, and the DIA accept the obligation to collect
some information on this target.
B. Production
The following types of intelligence analysis and production will be
required to fulfill this KIQ during the fiscal year:
