Overall Performance Evaluation. This KIQ was substantially answered by collectors and producers for events during the reporting period, but not in the context of the US initiatives considered likely in development of the KIQ and the KIQ strategy report. Positive US initiatives did not develop as anticipated; instead, reporting and pro- duction reflected Latin American reactions to events such as the passage of the Trade Reform Act and the cancellation of the Secretary of State's trip to Latin America. B. Evaluation of Performance with respect to Collec- tion Objectives and Relative Contribution of Collection Methods. Overt reporting provided over one-half of the input for this KIQ *Initiatives include but are not limited to. those intro- duced by the US in 1974 at the Foreign Ministers Meetings in Mexico and Washington. State: State Department Foreign Service reporting provided about one-half of the total informational input against this KIQ, and this effort met State's commitment. 2. CIA: CIA was the primary source of protected information on this KIQ, and the Agency met its col- lection commitment. 3. DIA: Because of the nature of this KIQ, attache reporting only peripherally contributed to its satisfaction. 4. FBIS: FBIS met itscommitment to provide media coverage concerning this KIQ. State: Several State Department publications addressed this KIQ. An Intelligence Note published in January on Latin ,America reaction to the Trade Reform Act of 1974 was particularly useful. State met its production commitment. 2. CIA: CIA produced several Intelligence Memo- randa which were related to the subject of this KIQ and a number of current intelligence items addressed it. CIA met its production commitment. 3. DIA: DIA production contributed to a limited degree to the satisfaction of this KIQ. In addition to a number of current intelligence reports, two esti- mates were produced -- one not yet published -- which dealt in part on military attitudes toward the US and US policies. 4. FBIS: FBIS met its production commitment. FBIS Trends item of 5 March on Cuban reaction to the 1 March speech by the Secretary of State in Houston was exemplary of the general high quality of FBIS media analysis in regard to this and other Latin American KIQs. Reporting of evolving policies of Latin American states toward Cuba was good and well reflected in the Community's intelligence products. Consumers would have liked a more precise advance reading on the close vote that materialized at the Organization of American States' meeting held in Quito, but voting plans of delegations remained uncertain until the last minute, and such mercurial shifts are very difficult to anticipate. And to a large degree, they were dependent on the course of action taken by the US. B. Evaluation of Performance with respect to Collec- tion Objectives and Relative Contribution of Collection Methods. PART II--EVALUATION OF AGENCY COMMITMENTS A. Collection Programs. 1. State: Foreign Service reporting was the major contributor of substantive reporting on this KIQ. This KIQ was partially satisfied by collectors and producers who gen- erally met their strategy report commitments. The Com- munity's collection capability against the Cuban policy- making apparatus remained limited, capability was improving at the end of the evaluation period. Furthermore, Cuban attitudes toward normaliza- tion of relations with the US are only partially knowable because these attitudes are still evolving and continue to be dependent in part on US actions. B. Evaluation of Performance with respect to Collec- tion Objectives and Relative Contribution of Collection Methods. 25X10 was by far the most signifi- cant contributor to the degree of satisfaction achieved on t l:. is KIQ. Attitudes of Cuban leaders ,were well reported from a variety of sources with reasonably good access to the target personalities. State: Although some information was antici- pated from third country foreign service reporting, .there was not a significant contribution from this source. 2. CIA: CIA contributed the preponderance of information reported against this KIQ.
