SIGNIFICANCE: THE DZUNGARIAN GATE AREA NEAR THE TOWN OF YUMIN, CHINA, IS THE SCENE OF THE REPORTED 13 AUGUST CLASH BETWEEN SOVIET AND CHINESE TROOPS. THE CENTER OF DZUNGARIAN GATE IS LOCATED AT APPROXIMATELY 45-12N 082-35E. DRUZHBA ARMY BARRACKS AL 1 IS 2 NM FROM THE BORDER AT 45-13-20N 082-29-10E. YUMIN IS IN SINKIANG PROVINCE, 1 NM EAST OF THE USSR CHINA BORDER AT 45-57-30N 082-32-OOE, AND APPROXIMATELY 43 NM NORTH OF DRUZHBA. THE DZUNGARIAN GATE IS AN HISTORIC ACCESS ROUTE BETWEEN TURKESTAN AND CENTRAL ASIA. IT IS APPROX- IMATELY 10 NM WIDE AND 40 NM IN LENGTH AND HAS A GENERAL ELEVATION OF 1,500 FEET WITH THE MOUNTAINS RISING TO OVER 7,000 FEET ON EITHER SIDE. DRUZBA ARMY BARRACKS AL 1, THE ONLY SETTLEMENT IN THE GATE AREA, IS ALSO THE TERMINMUS OF A RAIL LINE RUNNING These notes have been prepared for briefing purposes only and should not be used for detailed analytical work. FOUR DAYS PRIOR TO THE REPORTED SKIRMISH, NO VEHICLES OR PIECES OF EQUIPMENT OR OTHER EVIDENCE OF IMPENDING HOSTILITIES ARE OBSERVED. HOWEVER 85 NM NW OF DRUZHBA, NEW MILITARY ACTIVITY IS OBSERVED AT A SMALL MILITARY INSTALLATION ON THE EASTERN EDGE OF UCH-ARAL AT 46-1o-30N 080-58-OOE. AT LEAST 16 BARRACKS AND 29 BUILDING FOUNDATIONS HAVE BEEN ADDED ON THE EASTERN SIDE OF THE BARRACKS SINCE THE HELIPORT WHICH HAS BEEN 25X1 11 HARDSTANDS AND A SMALL LANDING STRIP AT LEAST 20 LARGE AND 170 PYRAMIDAL TENTS AND AT LEAST 220 VEHICLES OR PIECES OF EQUIPMENT ARE OBSERVED IN THE AREA. TOP SECRET RUFF Approved For Release 2009/07/16 : CIA-RDP78TO5929AO03700050002-4 TOP SECRET RUFF INCIDENTS WHICH REPORTEDLY OCCURRED REPORTED A CLASH BETWEEN BORDER GUARDS NEAR THE DZUNGARIAN GATE. THE CHINESE ACCUSED THE SOVIETS OF CROSSING THE BORDER NEAR THE TOWN OF YUMIN WITH TWO HELICOPTERS, DOZENS OF TANKS,AND ARMORED VEHICLES, AND SEVERAL HUNDRED ARMED TROOPS. IN THE CLASH WHICH FOLLOWED MANY CHINESE BORDER GUARDS WERE REPORTEDLY KILLED OR WOUNDED. THE SOVIET UNION ACCUSED THE CHINESE OF CROSSING THE BORDER AND FIRING ON SOVIET BORDER GUARDS WHO WARNED THEM TO RETURN TO CHINA.
