SOUTH CHINA AIRFIELD DEVELOPMENT
NING-MING AIRFIELD
1. SIGNIFICANCE: NEAREST CHINESE AIRFIELD TO NORTH VIETNAM.
2. REMARKS: NING-MING IS ONE OF A SERIES OF AIRFIELDS RECENTLY
CONSTRUCTED IN SOUTH CHINA. TIEN-YANG, PING-YUAN-
CHIEH, CHIA-LAI-SHIH, AND AN-SHUN REPRESENT NEW
CONSTRUCTION, WHILE HSU-PU AND LI-CHIA-TSUN REPRE-
SENT EXPANSION OF EXISTING FACILITIES.
NING-MING BASED AIRCRAFT HAVE BEEN REVEALED
BY COMINT TO HAVE PARTICIPATED IN DEFENSIVE BORDER
PATROLS, THE FREQUENCY OF WHICH HAS INCREASED IN
RECENT MONTHS. OTHER RECENTLY EXPANDED AIR DEFENSE
ACTIVITY, ALTHOUGH NOT SPECIFICALLY CONNECTED WITH
NING-MING, INCLUDES A CLOSER WORKING RELATIONSHIP
BETWEEN THE CHINESE AND NORTH VIETNAMESE AIR DEFENSE
SYSTEMS, A COMMON GCI GRID REPORTING SYSTEM, AND
THE EXCHANGE OF WEATHER INFORMATION BETWEEN THE TWO
NATIONS.

PROXIMATELY 150 TEMPORARY STORAGE-TYPE BUILDINGS WERE OBSERVED ALONG WITH
A LARGE AMOUNT OF EQUIPMENT AND MATERIAL. SUBSEQUENT COVERAGE REVEALED
ENLARGED SUPPORT FACILITIES, DRAINAGE DITCHES, AND A PROBABLE RAIL SPUR

NE AND NW OF THE RUNWAY., AND A SUPPORT AREA IMMEDIATELY SOUTH OF THE RUNWAY
CONTAINING 8 BARRACKS, 3 MESSHALLS AND 24 SUPPORT BUILDINGS. A SECOND SUPPORT
AREA IMMEDIATELY NORTH OF T -HE RUNWAY WAS REVEALED TO CONTAIN 8 BARRACKS, 1
ADMINISTRATION, 4 MESSHALL, AND APPROXIMATELY 190 SUPPORT BUILDINGS.
THE RUNWAY WAS REPORTED TO BE SERVICEABLE BY

ALTHOUGH NO AIRCRAFT WERE OBSERVED AT THAT TIME. FLIGHT INFOR~WPN
PASSED FROM NAN-NING TO NING-MING ON
THE SAME DATES AS A FL 5IV FROM
KUANG-CHOU/FO-SHAN TOWARD NING-MING, SUGGESTS THE INITIAL DEPLOYMENT OF AIR-
CRAFT TO NING-MING ON THAT DATE.
REVEALED THE FIRST PI RAPHIC
EVIDENCE OF AIRCRAFT AT NING-MING. APPROXIMATELY 27 FIGHTER AIRCRAFT WERE
OBSERVED. NO TYPE IDENTIFICATION WAS MADE.
NING-MING WAS REPORTED TO BE IN THE TERMINAL STAGES OF CONSTRUCTION
BY1 33 FAGOT/FRESCO AIRCRAFT WERE OBI).
THIS MISSION ALSO REVEALED A NEWLY IDENTIFIED SAM SITE (All-2) JUST SOUTH
OF THE ENE END OF THE RUNWAY. WORK CONTINUED ON THE PARKING REVETMENTS,
AIRCRAFT DISPERSAL AREAS, AND THE POL STORAGE AREA. A POL STORAGE AND PUMP-
ING FACILITY JUST NORTH OF THE RUNWAY CENTER WAS OBSERVED UNDER CONSTRUCTION
AT THAT TIME.

ENE END OF THE RUNWAY. A PROBABLE AIR WARNING RADAR FACILITY 3.6 NM NNE
OF THE AIRFIELD, ILS EQUIPMENT ON EACH END OF THE RUNWAY, AND A CGA UNIT
NEAR THE WSW END OF THE RUNWAY. NO MISSILES OR SIGNS OF ACTIVITY WERE NOTED
AT THE SAM SITE AND IT WAS REPORTED TO BE IN A POSSIBLY DETERIORATING CON-
DITION.

CRAFT, AND REPORTED CONSTRUCTION CONTINUING ON REVETMENTS, AS WELL AS ON THE

MAINTENANCE AND POL AREAS. A NEWLY IDENTIFIED SMALL HANGAR HAD BEEN CON-
STRUCTED IN THE AIRCRAFT DISPERSAL AREA NORTH OF THE WSW END OF THE RUN-
WAY.
INCLUDE 5X 1
20 FRESCO, 2 MAX/MOOSE, AND 2 PROBABLE CREEK. A SINGLE FARMER AIRCRAFT WAS
NOTED IN PROXIMITY TO NING-MING IN REACTION TO THE DRONE AIRCRAFT. THIS
MISSION ALSO REVEALED THAT THE MISSILE LAUNCH REVETMENTS AND ASSOCIATED EQUIP-
MENT AT THE SAM SITE WERE NO LONGER IN EVIDENCE. A PROBABLE TOKEN GCI/EW
RADAR SITE WAS IDENTIFIED )4.7 NM NE OF NING-MING, AND ANOTHER HANGAR WAS RE-
VEALED TO BE UNDER CONSTRUCTION NORTH OF THE ENE END OF THE RUNWAY.
ON 8 MAY OF THIS YEAR AT LEAST 4 CHINESE JET FIGHTERS ENTERED NORTH VIET-
NAM AIR SPACE AND ENGAGED A FLIGHT OF "HOSTILE" AIRCRAFT. TWO OF THESE WERE
IDENTIFIED AS FRESCO AIRCRAFT FROM NING-MING.
TIEN-YANG AIRFIELD

NEWLY CONSTRUCTED AIRFIELD IN PROXIMITY TO THE DRV.
TIEN-YANG IS ONE OF SEVERAL NEW AIRFIELDS RECENTLY
CONSTRUCTED IN SOUTH CHINA. THE MISSION WHICH THE
CHINESE HAVE IN STORE FOR THIS FACILITY IS UNKNOWN.

EXISTS ALONG THIS PERIMETER, HOWEVER, AND IT IS
NOTED THAT TIEN-YANG LIES IN THE VICINITY OF THIS
THREE NM EAST OF TIEN-YANG AT 2344N 10658E.
APPROXIMATELY 52 NM FROM THE CHINA/NORTH VIETNAM
BORDER.
