Approved For Release 2001/08/13 : CIA-RDP78TO5694A000300010011-3 Approved For Release 20 SOUTHEAST CHINA SITUATION SUMMARY ?RAILROAD SPUR now being constructed to LUNG-CHI .PRELIMINARY RAILROAD CONSTRUCTION appears west of LUNG-CHI .FIFTY-THREE ARTILLERY PIECES and a large number of trucks at YUNG-CHUN ?NEtt BARRACKS AREA located in vicinity of PU-TIEN This memorandum summarizes significant changes in the southeast China area based on an interpretation of aerial photography flown between Items of special interest include airfields, transportation and military and economic developments. AIRFIELDS NAN-CHANUC AIRFIELD (28?37'N-17,5?53'E): Aerial photographic coverage revealed the presence of two unidentified aircraft on the field. There was very little other activity at the airfield on that date. LU-CHrAO AIRFIELD (28?34tN-l21?301E): There were 6). NIG aircraft on the airfield on HUI-AN AIRFIELD (25?02'N-118?t.8tE)t photography there was evidence of minor damage to facilities on the airfield due to recent high winds and heavy rains. A portion of the roof of a hangar and of a shop building had been blown off. At least one revetment suffered damage due to the slumping or partial collapse of the revetment wall. Approved For Release 20ehM SECRET CHINE-YANG AIRFIELD (24?l+7"N-118035'E): On photo- graphy, portions of the eastern section of the airfield were under water. An earthen dike had been constructed to prevent additional flooding of the eastern revetment area, taxiways, and runway. NAN-TAI, LUNG-TIER, MA-CHIANG,, KAO-CBI, LUNG-CHI, CHSNG-RAI and LIEN-CHENG AIRFIELDS. No significant changes noted on aerial photo- graphic coverage of these airfields during the period covered in this memorandum. MILITARY YUNG-CHUM ARTILLERY PARKS (25?20'N-118?15'E): On photography 53 field artillery pieces and 139 trucks were in the area. Very little change in the disposition and number of guns appears to have taken place since PU-TIEN BARRACKS AREA (25?47'N-119?O6'E); A new barracks area has been located six miles northeast of Pu-tien near the town of Han-Chiang. There are 51 barrack type buildings in the area. This appears to be new construction. There was little or no activity in the area on YING-TAN to AMOY RAILROAD: Aerial photographic coverage of 25X1 D showed that earth slumping has blocked the railroad at a point approximately six miles south of Yung-an. A 200 foot section of the railroad in a deep cut has been covered. There are several additional sections approximately 15 miles south of Yung-an in which rocks have fallen from steep cuts onto the railroad, apparently blocking the line. - 2 - Approved FIN ase 2001/08/13 : CIA-RDP78T05694A000300010011-3 ~ NOFORN CONTINUED CONTROL SECRET Approved For Release 200CQN 05694A000300010011-3 TI Clearing for railroad roadbed construction on the Nan-ping to Fuchcu spur has extended east of Fuchou to Na wei. Paddy fields are being drained immediately to the east of Ma-wei indicating the railroad will extend to the east beyond Ma-wei. Railroad construction is underway from a point 6.2 miles north- east of Lung-chi to a point immediately north of the town of Lung-chi. (See enclosures 1 and 2). This route by-passes the Lung-chi airfield. There was no evidence on photography of construction of a spur to service the airfield facilities which lie on the north side of the field.. photography there were indications of railroad construction near the town of Nan-ching located approximately 18 miles west of Lung-chi (See enclosure 2). These indications were drying out of paddy fields, preliminary clearing and construc- tion of an access road along the south bank of the Nan Chi (River). It appears that this work may be a preliminary stage in construction of a railroad from Lung-chi west to Nei-hsien and thence southwest to Canton. ROAD CONSTRUCTION: A new road from Hsu-pu (26055'N-120000rE) via Yen-tien to the coastal highway at Sai-chi (26058N-119040'E) has been completed. ferries were still the only means of crossing the rivers at Jui-an and Wenchow on the coastal highway (See enclo- sure 3). Approved For Release 200!?LM 5694A000300010011-3 Approved For Release 200liOSM. 694A000300010011-3 CONTINUED CONTROL SNIPPING: At the harbor of Sha-cheng (27?l0'N-120?24'E) on= there were seven YP type craft and four small coastal freighters plus one beached hulk and one barge. Other shipping activity consists of two 280 foot freighters and four YP type craft at Ma-wei and ECONOMIC COOPERATIVE FARMING: A cooperative farm is located approximately three miles southwest of Chang pu (24?O6'N-117?37'E). The farm is about two miles long but incomplete photo coverage precludes a determination of its width.. There are approximately 25 buildings, some as large as 2001 x 25'. Several of the larger buildings are still under construction. A dam. about 200 feet long provides water for irrigation of the farm. _ FLOOD CONDITIONS: Flooding in the vicinity of Chin-chiang (21i?51i.'N- 118?35'E) is shown on photography. At this time the coastal highway bridge across the Chin-chiang (River) south of the town had been washed out. The road leading north from Chin-chiang was under water as well as the radio station west of the town and large areas of land to the north and west. The two dams in the vicinity of Hui-an (25?O2'N-118?J.8'E) showed the effects of excessive rainfall. The up-stream dam and basin were functioning properly, but the lower basin was nearly empty due to a rupture in the surfaced portion of the spillway. A bridge on the coastal highway below this dam had been washed away. A small area adjacent to the dams had been flooded but, in general, there was little serious flood damage in the Hui-an area.
