JOINT PHOTOGRAPHIC INTELLIGENCE OAK REPORT
ARMY- NAVY - CIA - AIR FORCE
This Preliminary OAK Report precedes a series of daily OAK reports,
which will start 19 December 1960, dealing with highest priority intelligence
items reflected in the COMOR target listing.
This report contains only preliminary photo intelligence data derived
from Mission 9013, and consists primarily of a status of photographic
coverage over the highest priority targets.
Verkhne Neyvinskiy AE Plant - heavy clouds
Nizhnyaya Tura Complex and AE Installations - cloud cover
Yurya ICBM Site - cloud covered
Ust Ukhta Complex - clear
Obskaya Airfield - scattered clouds
Polyarnyy Ural ICBM Launch Site - site not discernible through clouds; also,
darkness obscures detail
Northern (Komi) RR, reported ICBM Launch Area - clear in some areas,
haze in other areas, heavy clouds in other areas
Severodvinsk (Molotovsk) Shipyard 402 - darkness precludes identification

Oktyabrskoye Airfield - clear; special weapons storage area noted

Plesetsk U/I Activity - area of activity noted at 62 45N - 40 26E
Sevastopol Complex - clear, very good coverage. Two new SAM sites
Balaklava - clear, very good coverage
Simferopol - one new SAM site
Spassk Dalniy Complex - heavy clouds
Barano-Orenburgskoye GM Association - heavy clouds
Khorol Airfield East - haze will hamper interpretation
Tyura Tam - Four SAM sites surround the rangehead. Launch Area A is
being expanded to the north. A new rail spur, which parallels the existing
rail spur to the original launch point, serves the expanded area. Launch
Area B appears complete and operational, and shows no significant changes.
Launch Area C appears complete, and appears to contain two rail-served
soft launch sites. This may be the operational ICBM launch configuration.
The rail-served Construction Support Area is being expanded. The out-
standing feature of this area is a double-fenced facility containing an

excavation. Within the excavation is a subsurface square area on which
a circular dark object is positioned. The dark object, of undetermined
nature, is estimated to be 75 feet in diameter.
