Moscow Air Defense Radar Sites are located in.two concentric rings
around Moscow and comprise a total of 14 Early Warning Radar Installations.
The Inner Ring,-approximately 14 rim from the center of the city consists of
four early warning radar .-ites.

Inner Ring Site.s
Detailed photographic analysis of the Inner Ring Sites failed to determine
positive identification cf radar equipment at these installations. The previous-
ly reported Radar Order of Battle at these sites could neitber be confii7med?nor
denied due primarily to the small scale of KH-4 photography., No communication
facilities were observed at any of these Inner Ring Sites. -
Outer Ring Sites '.
Detailed photographic analysi of the Outer Ring Sites.-revealed the presence
of a TALL E--- 11G Radar t five installations-.` A TAL=L KING Radar
is located at Bryansk, :.icnurinsk and Pravdinsk (Gorkiy) Sites and-a TALL KING
signature is?evident at'Andreapol (Toropets) and Cherepovets Sites. At the
latter two sites the TALL KING Antenna was not-actually observed,-due to image

limitations. Additional radar equipment could not be identified at the Outer
Ring Sites on KH-4 photography.
A TALL KING Radar was reported in the NORAD Weekly Intelligence Report rjf
23 April 1965, operating at a Site 2 kilometers south,-of the Moscow-Brest High-
way, 398 kilometers from Moscow, the location of Smolensk Early Warning Radar
Site. However, the existence of this TALL KING could not be confirmed.
The Brransk Early Warning Radar Site was covered on good quality KH-7
photography. Identified at this site, in addition to the noted TALL KING Radar,
were 2 probable-GAGE-Type Radars, 2 probable PATTY-CAKE Radars, 2 probable FISH
,NET IFF, 2 probable KNIFE REST Radars, 1 probable BAR LOCK Radar and 1 probable
TOKEN Radar. Communication facilities identified include 2 Dipole Antennas,
1 Rhombic Antenna and a probable mobile high-frequency communications facility
withi4 probable electronic vans.
Coomu_nicatisn facilities observed at the Temnikov Early Warning, Radar Site
consist of 1 Rl,.Lombic Antenna and 2-probable Dipole Antennas. No apparent changes
appear to have occurred at this site since previously reported in CIA-PIC/R-4/60.
Positive identification of communication facilities could not be made at
the remaining Outer Ring cites due to small scale and vegetation, however, the
existence of similar communication-facilities can not be negated.'
