1. 'This memorandum is in response to your requirement dated 25 February
1965 which requests a search of the Baku area, south of Mys Shikhev, for a
possible-tropospheric antenna site.
rovided the only usable photography of the Baku area. De-
tailed photographic analysis revealed three unidentified installations, annotated
on the enclosed print, located in the approximate area described in the referenced
reports.
The first installation is located at?40-20-30N 49-48-15E approximately
4.5 nautical miles southwest of the center of Baku (Annotated). This installation
is situated near the crest of a large hill and consists of one medium-size build-
ing and two smaller structures.
The second installation (Annotation 2) is located approximately 250 feet
west of the first area, on the top of the hill, and contains at least two small-
structures.
The third installation (Annotation 3) is located at 40-21-15N 49-48-1OE
approximately 1 nautical mile due north of the second area. This installation
is situated on the top of the same ridge line as the second installation and con-
sists of one medium-size building, one small square building and one. small struc-
ture. A comparison of 1956 TALENT Photography with 1963 KEYHOLE Photography failed
to reveal any apparent changes at the installations in the seven year interim.
Due to the quality of photography a positive identification of antennas or associ-
ated electronic equipment, was not possible.
