1. This memorandum is in response to the referenced requirement which
asks for a description of the Volgograd Petroleum Refinery, USSR. This
description is to include type, layout and capacity, and to provide an annotated
photographic enlargement of the refinery.
2. This study was conducted from KEYHOLE

3. The Volgograd Petroleum Refinery is located on the southea::t outskirts
of Krasnoarmejysk on the Volga River. The main refinery property is approxi-
mately 3.8 miles by 2 miles, and an overall areal extent of 6.2 miles by 5.6
miles, its coordinates are 480 31'N - 44? 37'E. The additions and changes
observed during the 1959-1963. period are as follows:
a. Photography taken in December 1959, shows the refinery in the
first stage of operation. The basic process units were on steam. The
heat and power plant (Annotation 9), the cracking units (Annotation 12)
and the two distillation units just west (Annotation 13) were in
operation. Other units that appeared to be completed were not giving
off any atmospheric emissions. The constructed tareal extent appeared
to be more of less half its present size.
b. On the photography of November 1962, the areal extent had
been greatly expanded with the addition of more processing units.

co These same units appear on the September 1963 photography
in a more advanQed construction stage and some appear ready to go on
stream. New construction is expanding east and northeast which includes
installation of new units, and additional tanks and tank bases. The
above ground pipeline traces can be seen being extended into these new
areas. The railcar loading and unloading area, along the Volga River,
has increased the tank farm capacity with the construction of 12 new
tank bases. Both vertical and underground tanks are utilized for the
storage of crude and finished products at the refinery. Crude and
finished products can be moved to and from the refinery by road, pipeline,
rail and river barge. There are four marine terminals on the Volga River
to service the refinery.
d. The external appearance of the coking unit (Annotation 7),
appeared completed on the November 1962 photography. However, the unit
did not appear to be active or operational. The unit is served by rail
to a long storage type building with a center structure approximately
70 feet high, a ramp, conveyor or pipeline slopes down from this structure
approximately 345 feet to the coking unit. A unit similar to this has
been observed at the Lan thou Petroleum Refinery China. Because of the
similarity in appearance between these two structures, measurements
have been obtained of both these units for a comparison study. Result-
of these measurements have been included with this study as enclosures
for your use and comparison. The Russian unit appears to have cleaner
construction lines than its counterpart at Lan chow, China.
e. Ground scars for possible pipelines extend from the refinery
to the unidentified processing industrial area under construction
(Annotation l9). This would indicate that come product of the refinery
will be used in this area.
