1. This memorandum is in response to the refArenced requirement which
asks for a description of the Petroleum Refinery at Polotsk, USSR. This
descriptiti is to include level of construction, correct geographic coordinates,
estimation of aerial extent, enumerate the individual refining units in exist-
ance or under construction, and to provide an annotated photographic enlarge-
ment of the refinery.
2. The Polotsk Petroleum Refinery is comprised of a series of units for
the refining of crude oil, a heat and power plant, cracking and distillation-
units, and a tank farm with approximately 63 tanks of varing sizes.

3. In general, even though some of the units are operating expansion and
development of the refinery appears to be in early stages of construction. The
large water in-takes and outlets on the river (at the northeast corner of the
refinery area) are still under construction. On the western edge of the refinery
they appear to be constructing open pits for crude storage. The refinery is
both road'and rail served and covers anarea approximately 4,620 feet long by
x+,290 feet wide, and its, coordinates are 55031'N - 28033'E.
