Aircraft Plant 166, Omsk (54-57N 73-26E), was covered by TALENT photography of August 1957 and KEYHOLE photography of December 1961. Analysis of this photography can neither confirm nor deny the existence of missile activity or production. However, a new, isolated, secured installation, located at 55-27N 73-22E, approximately 28 nautical miles north of Omsk, bears some resemblance to a missile test facility and is currently being investigated. A comparison between the 1957 and 1961 photography reveals no change in the plant facilities except for the addition, 430 by 265 feet, to the east side of the large assembly building (Figure 1).
