1. A preliminary survey from KEYHOLE photography has been made of 204
logistic installations in those Soviet military districts along the China border
and in Mongolia. These installations support the buildup of ground and air forces
which has been taking place since 1965. Brief descriptions of the principal stor-
age facilities at each installation are listed in tables by military districts.
2. Increasing levels of Soviet military activity in the areas of the USSR
that border on China and inside Mongolia have been observed on KEYHOLE photography
since 1965. The extent of this activity, as observed on photographic coverage of
Soviet combat forces, has been summarized previously in NPIC reports.--3 Accumu-
lating photographic coverage of logistic installations and corresponding mission
exploitation by NPIC have now provided sufficient information to conduct a study
of the Soviet logistic installations in the border area that support this buildup.
3. This report is a preliminary review from KEYHOLE photography of Soviet
military logistic installations in the military districts (ND) along the China
border and within Mongolia and will be followed by a separate report on each
military district. When possible, the facilities described will be related to
the Soviet depot classification system.
4. Selected Soviet logistic installations along the China border and in
Mongolia were reviewed from the latest available KEYHOLE photography (December
1967 through April 1970, The photography shows that
these installations are deployed in areas of troop concentration, at urban com-
plexes, and along major routes of communication such as the Trans-Siberian and the
Kazakhstan rail systems (Figures 1 and 2).
5. A total of 204 logistic installations were included in this review. A
breakdown of this number by categories of storage includes 87 general depots, 63
POL depots, and 54 ammunition and explosives depots. Within the category of
n.ra'I depots are some specialized depots,
ten artillery depots, five vehicle-storage depots, three vehicle-repair
installations, one engineering equipment depot, and five multipurpose storage
depots. The.numbers of depots by type in each district are as follows:

6. The storage facilities observed at each installation are summarized in a
table for each district by category of storage (Tables 1-5). The installations
within a category are listed in a sequence corresponding to their geographical
locations as shown on Figure 1 or 2.
The Soviet depot classification system involves a hierarchy wherein military
equipment and supplies enter the Soviet supply system at central depots from
which they are distributed to subordinate unit depots which supply the user. All
depots are required to maintain a prescribed level of material sufficient for nor-
mal operational requirements of subordinate units and to stockpile material for
contingency operations. 4
**The installations in these two military districts are not separated because the
exact boundary of the new Central Asian MD is undetermined at this time.
