This report is the first in a series planned to cover each of the five Soviet Border Security Force districts that border on China; the others are the Far East, Transbaikal, Eastern, and Central Asia border districts. The sector of the boundary treated in this report, the Pacific Ocean Border District, extends 400 nautical miles (nm) from a point on the North Korea border just inland from the Sea of Japan and includes Damanskiy Island in the Ussuri River where Soviet and Chinese forces have clashed. 2. Sixty-two border security posts and ten related installations of the Soviet Border Security Force along the USSR-China boundary have been identified in this section on KEYHOLE photography (Figure 1). The district headquarters of the Border Security Force at Vladivostok has been identified from collateral sources but has not been verified from photography. This study does not include the coastal installations of the Border Security Force on the Sea of Japan. number (FPN) as associated with these installations 3. The basis for the identification of border security posts was a Soviet ground photograph of "a frontier guard post near the Ussuri River" (inset, Figure 1). This guard post was located on KH-4 KEYHOLE photography near Zarubino, at a point approximately 7 nm north of Damanskiy Island and just inside the Far East Border District. A review of photography revealed numerous similar installations on or near the border. The identification of related detachment and line command installations is based on the four-dizi field post 4. The Border Security Force is a force under the control of the Soviet Committee on State Security (KGB) with a mission to secure both the land and sea frontiers of the USSR.2 This mission includes repelling small-scale armed incursions and holding large-scale penetrations until relieved by the Soviet armed forces. 5. The Border Security Force is organized into districts, detachments (otryady), command posts (komendatura), and outposts (zastavy). Each border district may contain from three to seven detachments, this figure varying with the tactical situation and the area of responsibility of the detachment. Each detachment contains from three to five line commands in addition to a reserve or maneuver group. Each line command contains from three to seven outposts as well as a reserve force and a support force.3 6. A typical border outpost (Figure 2) is loated within 1 nm of the border and is manned by 30 to 50 officers and men. Usually it consists of one barracks, one support building, and from three to six other storage or utility buildings. An outpost is accessible by roads, has localized security, and has an observation tower or other observation point nearby. A typical command barracks (Figure 3) is also road served and is located near the border but to the rear of its outpost. A line command barracks is very similar in appearance to a small ground forces barracks area and contains from two to four barracks, an administration building, one or more family apartment buildings, three to six storage or support buildings, one to three vehicle storage and maintenance buildings, a messhall, a heating plant, several small utility buildings, and P local training facilities. The vehicles most generally observed at command barracks are the BTR-60PB armored personnel carrier and the GAZ-66 cargo truck. 7. The installations observed in the Pacific Ocean Border District are listed in Table 1 in geographical order, from north to south.
