The plant is situated near the village of Na-ch'i on the east bank of the Ch'ang Chiang (Yangtze River) and is served by water as well as by road. The plant is in a mid-stage of construction on the latest coverage will be used to produce the hydrogen necessary for ammonia synthesis. The specific facilities present at this stage of construction have been identified on Figure 5. Figure 5). Analysis of this coverage indicates that it will produce synthetic ammonia and grilled urea. The following discussion describes the significant changes and activity by mission (all annotation numbers refer to Figure 5): (1) Figure 3 - The smaller of the two power plants (Annotation 5), an associated control building and spray pond (Annotation 6) were present at this time. One of the fabrication buildings (Annotation 12) was under construction and excavation for the small gasholder (Annotation 8) had begun. Operation of the spray pond indicated that the small power plant was in use. (2) I I- The small gasholder and fabrication building mentioned under (1) appeared nearly complete while construction of three other fabrication buildings was underway. Awater treatment facility, a processing building, and a wharf (Annotations 14, 15 and 17) were also under construction. Construction of a bridge over the Yung-ning Ho (Annotation 18) and additional road construction in the plant area were in progress. The spray pond was operating, indicating that the small power plant was in use. (3) Figure 4 - The larger power plant (Annotation 5) was in a mid-stage of construction and the bridge (Annotation 18) appeared nearly complete. Further progress on the wharf (Annotation 17) was noted. The larger power plant (Annotation 5) also appeared complete and in operation as indicated by smoke coming from its stacks. In addition, the spray pond was in operation indicating that either one or both power plants were in use. Construction of a cooling tower and water intake (Annotations 1 and 16) had taken place. Under construction were two probable spheroidal tanks, the ammonia synthesis building, a probable prilled urea storage building, and a conveyor (Annotations 3, 4, 10, and 13). The footings for a conveyor or pipeline were under construction (Annotation 7) as well as pipelines serving the various facilities. A tall structure was apparent on the southwest side of the processing building (Annotation 15).
