1. This memorandum is in response to your requirement dated 11 June
1970 requesting a 3-nm-radius search around 53 defensive missile and
electronics sites for R-400 microwave communications.
2. The following three sites contained R-400 microwave
communications:
a) HAAPSALU SAM SITE A24-3 had a single dish
R-400 microwave tower I _J NW of the guidance area
(attachment 1). A control building was cable connected to the
guidance area.

c) TAPA AIR DEFENSE HQ RADAR FACILITY
contained a probable R-400 microwave tower within the facility
(attachment 3). Mast height was however, the
assemblage on top of the mast could not be confirmed as R-400.
3. Areas of approximately 3 nm around the following installations
were searched for microwave communications on high-resolution photography
with negative results:

b) TALLINN SAM S - had a single dish
R-400 microwave tower SW of the guidance area
(attachment 2). One van truck was parked on a hardstand adjacent
to the mast. A cable scar led north from the hardstand, probably
to the guidance area.

1. The information concerning exact geographic coordinates of
selected SA-5 air warning radar facilities is provided in attachment 1.
Coordinates were requested for air warning radar facilities at 18
deployed SA-5 launch complexes, two SA-5 training facilities (at
Leningrad), and the Gorkiy-Sormovo Assembly and Test Area. An air
warning facility is associated with only seven of the requested 18
complexes, and with only one of the Leningrad SA-5 training facilities.
No AW facility is associated with the Gorkiy-Sormovo Assembly and Test
Area.
2. The information concerning general launch orientations is
provided in attachment 2. Orientations were requested for 20 SA-5 launch
complexes, three SA-5 training facilities, the Gorkiy-Sormovo Assembly
and Test Area, and the Kovylkino SAAB Depot. Orientations are provided
only for the 20 SA-5 launch complexes, as they are the only requested
installations which are considered to have a launching capability. Each
of the three SA-5 training facilities has six or less launch positions
and only one SQUARE PAIR radar, arranged in a training configuration,
rather than a deployed launch site configuration. The Gorkiy-Sormovo
Assembly and Test Area has no launch capability, as it contains only
SA-5 and SA-2 tracking and guidance radars. The Kovylkino SAM Depot
contains SA-5 SQUARE PAIR radars and launchers but functions as an
equipment checkout facility. SQUARE PAIR radar azimuths at Kovylkino
were provided to NSA under a previous NPIC memorandum, 25X1
12 March 1970.
