SUBJECT: Search of Chinese Rail Net for Indications
of MRBM Activity
REFERENCE: CIA Requirement C-RR7-84,470 - Suppl 1

1. This memorandum is in response to your standing requirement
which requests a search along the Chinese rail net for indications of
MRBM site construction, new rail spurs, or major construction activity.
2. It should be kept in mind that in order to recognize an MRBM
launch site, fixed field, site, or associated logistical support facility,
construction on the installation would have had to progress to the point
where it displayed a signature somewhat similar to that of known sites or,
if different, some feature that can be definitely associated with missile
launching or support.
3. Pertinent photography from Mission
was searched with negative results and those portions of the rail
net that could 'be negated for suspect activity are shown on an overlay
(see attachment),
4. Those portions of the Chinese Rail Net that are negated are
based on the following criteria:
as The rail lines were searched on sufficient cloud-
free photography to observe any suspect activity in areas
up to 15 nautical miles (nm) on either side of the rail
line.
b. Cloud-free segments of rail lines less than 8 nm
in length are not shown on the overlay.
