INTRODUCTION
This is the fifth of a series of Photographic Interpretation Briefs covering Soviet naval
bases and shipyards in the Pacific Ocean Fleet region. This particular publication encompasses
southeastern Siberia and Sakhalin Island. All naval facilities and all shipyards or boatyards
which appear to be capable of building or repairing PT or greater size vessels are included
in this study.
These brief reports are designed to provide basic facility inventory information in a pre-
scribed geographic area. Previously published detailed NPIC studies of certain significant targets
within the area are not superceded by this series.
Each brief will contain identification and reference data, a brief summary of facilities, an
annotated photograph, and a locator map of the installation.
Additional groups, which will be published later for incorporation into this basic document,
will be accompanied by an updated introduction and index. The final group will contain a
complete index and area locator map.
