The complex, in an early stage of construction, consists of 3 launch sites, designated A, B, and C, a missile-handling facility, and a support area. There is no discernible security fencing and no discernible construction activity for a tracking/guidance facility. The launch area main road, launch site access roads, and launch site service roads are clearly defined. The launch area main road includes a loop road adjacent to the launch site access road serving Launch Site C. Construction has begun at Launch Positions 1, 2, 4, and 6 at Launch Site A (Launch Position 5 is obscured by tree shadow); Launch Positions 1, 2, 5, and 6 at Launch Site B; and grading is discernible at Launch Positions 1, 2, 5, and 6 at Launch Site C. Grading is discernible at each of the launch site control centers. The missile-handling facility consists of 2 service roads and a road spur, which leads to a ground-scarred area.
