IAD DEVELOPMENTS
COME TO THE FAIR
11-12-13 APRIL
The Imagery Analysis Division will be presenting a "COUNTY FAIR"
in the conference room of our host, the Collection Guidance Staff,
Room 1 G 55, Headquarters Bldg.., 11 - 13 April. The Fair will be open
0900 - 1600 each day.
Displays will include materials that convey what IAD does in the
field of imagery analysis to support you, the requester. Presentations
will cover such items as how to submit requirements for photo interpretation;
examples of the type equipment used in the photo analysis process; displays
of the intelligence subject categories covered by photographic interpretation
and the types of reports produced by IAD; information on IAD procedures;
and examples of production reports available to Headquarters personnel.
The primary purpose of this Fair is to bring to the attention of all
Agency analysts the products and services which the IAD, your CIA photo
intelligence unit, can provide in support of the substantive intelligence
effort of the Agency.
So....do come and bring your friends (with proper clearances, of
course). We shall look forward to seeing you there. (SECRET)
The Division presented a general briefing on Thursday. 24 March. t
This briefing was a preview of a more
extensive, comprehensive briefing to be presented to ORR personnel in the
main auditorium at Headquarters, Wednesday, 6 April. (SECRET)
The Chief, IAD, and the Chief of the IAD Geo-Military Branch, recently
held a general discussion with personnel from OCI/CAS. This session
provided an opportunity to discuss what IAD can do in support of CAS
and how we go about it. Such informal get-togethers are most productive
and beneficial inc-promoting better understanding and communication

This briefing reviewed military complexes and convoys; latest
insurgency activity in the Laotian Panhandle, northeast Cambodia, and
South Vietnam; road and railroad alignments and construction in
southern North Vietnam, Laos, and Cambodia; and current BDA of targets
in Laos and North Vietnam. (SECRET)
THE ROLE OF THE CIA PHOTO INTERPRETER IN VIETNAM
The photo interpreter, who established his claim as an important
member of the intelligence establishment in World War II, has-continued
to play an ever-increasing role in subsequent military actions. The
Vietnam conflict has given even greater emphasis to the importance of
the PI, who has performed targeting, damage assessment, and evaluation
and validation of other sources and items of information, and has closely
supported clandestine operations.
This article deals with the work of the Agency PI in Vietnam, and
is not concerned with the PI who performs such functions for conventional
military fonoatioz ....
From 1962 until 1965, CIA Imagery Analysis Division had at least one
PI present in Vietnam on a rotating basis for a 4-month TDY tour. In
1965, 2 PI's were assigned to Vietnata,and since January 1966, 4 PI's have
been in Southeast Asia. Nbre than a dozen Agency PI's have now served one
or more 4-month tours in the area, performing a vital function, and
reflecting credit on themselves and their parent unit.
Of the 4 Agency PI's in Southeast Asia at the present time, 2 are
in Saigon, and 2 in Udorn, Thailand. In Saigon, one PI works with the
Agency station and the other is a full time member of SOG/MACV, the
military establishment responsible for the conduct of clandestine
operations. The 2 PI's in Udorn are fully engaged in supporting Agency
activities.

The IAD PI in the field is fully equipped with the most modern
PI equipment available. Accompanying each PI who is sent to the field
are 2 portable 9 by 18 inch light tables which were built to design
specifications drawn up by IAD. A standard stereoscope, a stereo
microscope, and several types of tube magnifiers make up the optical
equipment. Various types of scales and dividers are also furnished to
allow him to obtain measurements.
A Pocket PI kit gives the analyst a limited capability when
traveling to bases away from his station. This kit is contained in a
small leather case not much larger than the case for a standard 35 mm
camera. The PI is also furnished with the necessary materials to prepare
briefing aids. This equipment gives the PI the capability to studying
duplicate positives or paper prints and a limited capability to prepare
briefing aids.
All of this equipment is packed in a water-tight, metal carrying
case giving CIA the capability of moving a fully equipped PI on station
in a very short time period.
Requirements are levied on the PI from the field. Though well-
supported by Headquarters in terms of current information and collateral
material, the PI in Vietnam has to furnish his own support services, and
frequently must make a decision without the benefit of consulting others
as he might do at Headquarters. The individuals serving in the field have
demonstrated both professional competence and ingenuity in fulfilling their
mission.
The Center has also benefited. Through the rotation program it has
acquired a group of men with current knowledge of the area, and first-
hand experience in operations which are supported by Headquarters.

China covers details derived from

reveal active construction on the Han-tan rail line running

u-han (30-34N 114-13E) to Tan-chiang-kou (32-33N 111-29E).
The BBC reported in January 1966 that this line is now completed
and is open to traffic along its entier 225-nm length.
reveals that a rail line branches from the
Shang- ai - u_! W
rail line at 28-24N 115-56E and extends
to a mining area southwest of Chung-jen at. 27-38N 115-53E-
This line is complete and is in operation along its approximate
60-nm length.

reveals that a newly completed rail spur
branches from the Shang-hai - Chu-chou rail line near I-yang
(28-24N 115-25E) and extends northward for approximately 8 nm
to a mining area at 28-34N 117-26E.
25X1 D reveals roadbed realignment
along a 20-nm section o the Cheng-chou - Ping-hsiang rail line.
Analysis of reveals
active railroad construction on the probable northern segment
of the Cheng-tu (3o-40N l04-04E) - Kun-ming (25-o4N 102-41E)
rail line. This northern segment is now operative from Cheng-tu
southward to 29-28N 103-31E, a distance of approximately 130
nm. There is continuing intensive construction activity along
this segment from the operable limit southward to 29-11N 102-51E,
a distance of 63 nm.
Analysis of reveals active
construction in the Kun-ming (25-04N 102-41E) area of the probable
southern segment of the Cheng-tu - Kun-ming rail lines. Active
construction of the roadbed, bridge piers, and tunnels is visible
from its starting point at 24-58N 102-35E (9 nm southwest of
Kun-ming) northward to 25-14N 102-14E, a distance of 33 nm. The
roadbed appears to be constructed to standard-gage specifications.
Analysis of reveals
continued intense LULL UUU.LT V_LTy on ?_completed section
of the Kuei-yang (26-35N 1o6-42E) - Kun-ming (25-04N 102-41E)
rail lines. On the Kuei-yang side, the line is now complete from
Kuei-yang westward to 3 nm southeast of Shui-cheng (26-34N l04-54E).
This represents a 40-nm extension of operable rail line within the
past 5 months. On the Kun-ming side, the line is complete from
Kun-ming northeastward to 30 nm west of Shui-cheng (26-37N 104-29E),
which is a 15-nm extension of operable rail line within the past 2
months. The remaining 33 nm is under intensive construction.

been decked. The quality of.the photo coverage, however, precludes

25X1D KEYHOLE coverage of the suspect
uranium ore processing mill nm southeast of I-ning, China, at 43-34N
81-39E, reveals continuing construction in the area. More foundations
for buildings are evident south of the tall multilevel plant building.
New traces for probable water pipelines, a possible water storage area,
and a pumping station are identifiable along the I-li Ho (River). A

bridge across the I-li Ho appears to be under construction north of
the plant. Rectangular straight-line scars around the plant building
may be the beginning of a wall; part of one side appears high enough
to cast a shadow. (TOP SECRET RUFF)
A veterinary research institute, a veterinary serum and vaccine
plant, and a plant producing vaccines, serums and antibiotics for
human use have been identified in a suburb of the city of Lan-chou,
China. These installations were first identified as suspect biological
facilities in in the course of a photographic search for
a combined serum, vaccine, and antibiotics plant. Recently acquired
collateral information has assisted the photo interpreters in
distinguishing between the veterinary plants and the plant which is
producing pharmaceuticals for human use. (SECRET/NO FOREIGN DISSEM
NORTH VIETNAM
Analysis of
respectively, revea e the presence o prefabricated steel bridge
sections at 2 locations on the Hanoi-Vinh rail line.
Place girders observed at Qui Vinh (19-15N 105-41E), and truss
sections observed south of Ninh Binh (20-08N 105-52E), are of the type
produced at the Thai Nguyen Iron and Steel Combine (21-34N 105-52E).
These are the first instances in which bridge sections, probably
produced at Thai Nguyen and probably intended for the reconstruction
of destroyed rail bridges, have been seen in shipment by rail south of
Hanoi. (CONFIDENTIAL)
