Komsomolsk Chemical Plant No. 39 is situated
in the extreme northwest outskirts of Komsomolsk, approximately two
miles northeast of Komsomolsk Railroad Station, Yards, and Shops
(figure 2). photography reveals that this plant is situated
just west of the location indicated on ATMP 0204-9998-4-25A (dated

An interpretation of M photography covering this installation
fails to confirm or deny the production of sulfuric acid at this plant.
The usual external evidences of chemical manufacture, such as pipelines,
tanks, and liquid storage facilities, are almost entirely lacking. However,
the severity of climate here may necessitate enclosing most of the equip-
ment which would normally'be identified on aerial photography.
Production of sulfuric acid is most likely in building 9 (see figure 1).
However, because of the height and size: of this building, it is assumed
that actual acid production would only take place in the northern third of
the structure. Moreover, the entire plant is much larger than would be
necessary for the production of sulfuric acid alone. What other chemicals,
if any, are being produced here cannot be determined from the photography.
One major construction project is in evidence in the northwestern
section of the plant area (see detailed description of building 19 in the
key to annotations). This may be the location of the boric acid shop
reported under construction. To the north of this new building are two
sites which may represent new construction activity (items 11 and 13).
Production activity at the time of photography appears very limited.
No steam or smoke could be detected, and an old snow cover was dis-
turbed very little either by vehicular or rail traffic. Approximately six
freight cars and two possible tank cars were within the plant area, and no
vehicular traffic could be detected. However, an unfrozen stream of waste

water was issuing from the eastern edge of the plant area, indicating that
warm water was probably being discharged into this steam.
KEY TO ANNOTATIONS
1. Two possible maintenance buildings, single-story, 25 by 20 feet.
2. Possible laboratory.- three-story section, 90 by 20 feet; single-story
section,75 by 20 feet.
3. Possible maintenance building, single-story, flat-roofed, 60 by 20 feet.
4. Administration building, two-story, flat-roofed, 95 by 45 feet.
5. Reported woodworking shop, single-story, gable-roofed, 125 by 35 feet.
6. Open storage.
7. Probable warehouse, single-story, flat-roofed, 135 by 80 feet. A stock-
pile of unidentified material is located along the eastern edge of
the building.
8. Probable processing and storage building, single-story, gable-roofed,
235 by 75 feet. The northwestern corner of this building has a
two-story section, 65 by 40 feet. An elevated pipeline from
building 9 enters the northwestern end of this building. About 65
feet from the northwestern end a fire wall protrudes through roof,
On the northern corner of the building is a 20 foot square extension
with a dome-like object approximately 15 feet in diameter pro-
truding through the roof.
9. Main production building, irregularly-shaped, over-all dimensions 315
by 75 feet. This building appears divided into five sections by
fire walls protruding through the roof. The eastern portion of
the building is one-story. The western portion is multistory,
with one section 90 by 55 feet rising to approximately five stories.
At least 14 small stacks or ventilators can be seen on the roofs.
One elevated pipeline from building 8 enters the western edge of
the building. From the, northwestern corner of the building another
very faint impression of a possible elevated pipeline can be seen

going to building 10. Deep shadows and limited resolution preclude
more detailed interpretation.
10. Possible heating and power plant, 80 by 55 feet; two-story, with a 50
by 35-foot section rising to four stories. A probable furnace stack
is located along the western edge of the building. No smoke in-
dicating operation could be detected., A possible coal stockpile is
located immediately to the west of the building.
11. Deep excavation adjacent to the northern edge of building 10.
12. Debris from the excavation (item 11).
13. Fourteen regularly-spaced objects, possibly footings or pilings for a
new building.
14. Probable warehouse, single-story, gable-roofed, 185 by 55 feet.
15. Possible processing building, two-stagy, flat-roofed, 110 by 50 feet.
The roof appears cluttered, but objects are not distinguishable.
A firewall protrudes through the roof near the southern end of
the building. Attached to the southern end is a .small one-story
building, 40 by 20 feet, with three stacks or ventilators in the
roof. Along the western end of the building, a stockpile of
unidentified material can be seen.
16. Possible processing building, two-story, flat-roofed, 145 by 40 feet.
The roof appears cluttered, but individual objects are not distin-
guishable.
17. Warehouse, single-story, gable-roofed, 85 by 35 feet. A small prob-
able guardhouse is attached near the northwestern corner of the
the building.
18. Unidentified building, single-story, gable-roofed, 55 by 25 feet. A
probable elevated pipeline from building 19 enters the north-
western corner of the building.
19. Large irregLaiarlyyy -hated building under construction: over-all di-
mensions 405 by 75 feet. A southern single-story section, 125
by 55 feet, is completed and has a flat roof with three skylights,
each approximately 20 feet square. Also completed is a three-

story section, 110 by 30 feet, with two ventilators on the flat
roof. The center section, 165 by 75 feet, is only partially
covered revealing at least 16 rooms, varying in size from approxi-
mately 15 feet square to 30 feet square. The northern section,
115 by 80 feet, is also only partially covered. This section
appears to be approximately five stories high. At the north-
western corner, some unidentified equipment extends almost
another story above the estimated roof level. Dark shadows
do not permit determining whether this is a construction crane
or permanent ~(cquipment associated with the building. The un-
covered portion of this section appears cluttered with a few pipes
and possible tanks, but dark shadows preclude more detailed inter-
pretation. In the shadows outside the northern end of the building
faint impressions of additional construction are barely perceptible.
Construction materials are stored along the western side of the
building. One jib crane is in motion between the construction
material and the building, and what is possibly another jib crane
can be detected in shadows along the eastern edge of the building.
