It is part of a larger complex of closely-associated oil shale activity. Other parts of the complex are treated in B-19-20-22. Principal plant operation include two oil shale gas producing units, power plant and underground mining. Associated features are two gasometers, gas pipeline, liquid fuel storage, two shale ash dumps and sludge pond. Main rail and highway transportation routes service plant operations. Two additional underground mining areas SSW and SE of the plant also supply oil shale for retorting at this facility. One newly constructed modern- appearing housing area overall 1.3 statute miles (sm) by 0.9 sm includes single- and multi- story apartment type dwellings. Total volume of the two cone-shaped shale ash piles is estimated to be between 635,270,000 cubic feet and 872,100,000 cubic feet. A power plant and brick plant are operating 3.2 sm west across the Plyussa River. It is probable that gas produced by this facility is fed directly into the main Tallin-Leningrad pipeline.
