the USSR and the European Satellites, and has been accomplished because of the intelligence significance
of such installations and the fact that they are often related to -other military activities, In addition,
it was believed that valuable additional information would be derived with improved techniques of exploi-

to The following procedure was used in its production:
'... A restudy was made of ail electronic or suspected electronic installations and some unidentified items
extracted from Mission Review Reports or Mission Coverage Summaries, except electronic items clearly related to
airfields, AA fire-control radar and electric power facilities (such as transformer substations). owever- many
of the latter items were checked for possible misinterpretation. For instance, many electronic installations
reported at airfields were checked to determine whether they had direct connEction with that airfield. Also,
many reported transformer stations were checked for possible misinterpretation.
2. After extraction of the electronic or suspected electronic items from the MRR's and the MCS's, each
item was checked to determine whether it had been included in other reports. A71 detailed reports are in-
cluded, but when detailed reports were not available. no effort was made to include more than one other report
which mentioned the item. Therefore, the reports listed should not be considered the only reports covering
those items. Also, no attempt was made to evaluate the accuracy or completeness of any report. In addition
some detailed electronic reports were found which covered items not listed in the MRR's or MCSs. These items
are included in a separate listing at the end of this report,
3. W.en it was determined that no detailed report had been written on an-item, the prints (or duplicate
positives) were drawn and the was examined. If considered of sufficient importance to warrant possible
further study, an electronic specialist was called in to examine the item and made a more authoritative inter-
pretation. Nine items, eight of which are in Satellite nations, were found to be worthy of immediate study,
4. The following numerical system was used to evaluate the relative importance of items: 1 - possibly
of immediate interest; 2 - probably of future interest; 3 - possibly of future interest; 4 - doubtfully of
future interest; 5 - items other than electronics (such as oil derricks, lightning arrestors, etc.) It
should be noted that this system is arbitrary and is based on the size. type, and location of the items as
well as the potential for future exploitation due to scale and quality of photography.
