1. Studies in Intelligence, the Agency's quarterly professional
journal, was inaugurated in 1955 with an article by Sherman Kent on
"The Need for an Intelligence Literature." It has become a valuable
collection of writings on CIA experience and history, a forum for the
discussion of professional problems, and an important vehicle for
educating the intelligence community on intelligence as a function
and a profession.
2. Making Studies a professional journal of the highest quality
requires a steady flow of constructive articles by our best people.
T}rase are, of course, the very people who are already mare than fully
occupied, but they are also the people who have the most: to contribute
to developing an intelligence literature. The goal is an "institutional
memory" -- history and analysis of what has worked and what has not;
a testing of new theories and new ideas; a gradual development of
practical doctrine. As fax as possible within the constraints of
daily pressures, such contributions are to be regarded as worth the
time and effort they require -- whether during or after office hours.
3. An award of $500, now called the Sherman Kent Award, is made
for the most significant article of each year, and an additional $500
is available for lesser prizes. Publication in Studies is officially
noted in the author's personnel folder, and is taken into account by
promotion panels and evaluation boards.
4. After less frequent publication of recent volumes, Studies
will resume a quarterly schedule this year with forthcoming issues
being accompanied by supplements containing articles classified higher
than Secret, for restricted dissemination to holders of the appropriate
clearances. Other special supplements may be limited to distribution
within the Agency for subject matter of particular sensitivity. The
journal's book review section will be strengthened both in variety and
in depth, and experts from the entire Agency will be asked to contribute
to this department. Studies would also benefit from short items
similar to the Notes and Comments sections of leading law journals and
other professional publications.
