SUBJECT . Recent Developments in the Use of Cambodian
Territory by the V'C/14VA
1. The attached is a report produced at the requeet of
Mr. Thomas L. Hughes, Director of Intelligence and Research,
Department of State. I'believe that it will also be of inter-
est to you.
2. The report concludes that in recent months the Com-
munists have increased their use of Cambodian territory to
support the insurgency in South Vietnam.. This has coincided
with an increasingly favorable attitude by the Cambodian gov-
ernmeft toward the insurgents, and with new road construction
linking the Laotian infiltration routes with Cambodia. Sup-
plies procured in Cambodia consist primarily of food and
other commercial items available on the open market, although
Cambodia is not a major source of food for the Communists.
It is difficult to assess the extent to which Cambodia is used
either as a transfer area or as a source of arms or ammuni-
tion, but such usage must be small.
